Carolann D. Wicks

Carolann Wicks is Director and Chief Engineer in the Division of Transportation Solutions at the Delaware Department of Transportation. She earned her bachelor's degree in civil engineering and her master's degree in public administration both at the University of Delaware. She is a Professional Engineer in the State of Delaware and has been employed with DelDOT for 20 years. Some of her more recent experiences include Subdivision Engineer, Corridor Management Engineer, and Assistant Chief Engineer/Assistant Director. She is a member of the AASHTO Task Force for Public Transportation Facilities Design, the AASHTO Standing Committee on the Environment, and the AASHTO Standing Committee on Highways. Ms. Wicks received the Eugene E. Abbott Award for excellence in Transportation Planning (DelDOT's highest honor, presented by the State's Cabinet Secretary for Transportation), as well as AASHTO's Alfred E. Johnson for excellence in Engineering and Management.
